PROLOGO
En oportunidad de la edición de un nuevo número de
ésta prestigiosa publicación, hemos considerado
oportuno dirigirnos a los Señores Profesionales de la
Salud Militar, con el afán de darles a conocer algunos
aspectos relacionados con nuestra gestión al frente
de la D.N.S.FF.AA.
En estos primeros meses desde que nos hicimos
cargo, hemos podido aquilatar la complejidad e
indudable importancia de la misión que ésta Dirección
debe cumplir, lo que nos ha impulsado a dar nuestro
mayor esfuerzo en pos de la noble causa de brindar
salud a los integrantes de la Familia Militar.
A ninguno de los lectores se les escapará lo adverso
de la coyuntura económico-financiera que nuestra
Institución atraviesa. Todos habrán sentido ya sus
efectos en los diferentes servicios en los que revistan,
en sus tareas diarias, en las quejas formuladas por
sus pacientes, en los reclamos de los proveedores
del Estado, etc.
Sin lugar a duda ésta situación es acuciante; pero es
real, y es el escenario en el cual debemos cumplir
nuestra misión.
Los hombres y mujeres en general y los militares en
particular no pueden seleccionar el medio en el cual
desempeñarán sus tareas entre opciones ideales,
sino que, por el contrario, deben elegir entre lo menos
malo.
Tal es la situación actual y éste es el ámbito en el
cual se toman las decisiones.
Sin lugar a dudas éstas afectarán en algunos casos la
calidad del servicio; pero en otros, como en toda
crisis esperamos que lo mejoren, que se originen
nuevas oportunidades, acudiendo para ello a todos
los ajustes en la gestión que sea posible realizar.
Pero, en todos los casos, esta Dirección actuará con
el mayor espíritu humanitario que las circunstancias
permitan, poniendo, siempre que sea posible, por
delante al Usuario, principal objetivo de Sanidad
Militar, intentando siempre aportar el máximo
beneficio para el mayor número de personas.
Son épocas difíciles por tanto, aquí es cuando los
seres humanos deben dar lo mejor de sí,
transformando las situaciones adversas en nuevas
ocasiones para cambios positivos. Los invito a que
me acompañen en ese empeño.
Finalmente, debo destacar que estamos dispuesto a
recibir todas las sugerencias que ustedes consideren
que aportarán beneficios en ese sentido, ya que no
dudamos que nuestros profesionales poseen los
conocimientos, la inteligencia y la tenacidad
requeridos para ello.

PREFACE
In the occasion of the publication of the new issue of
this prestigious journal, we have deemed it suitable to
address the Professionals of Military Health care, with
the purpose of letting them know about some aspects
related to our administration of the Armed Forces
National Health Direction.
In these first months after we took charge, we have
been able to appreciate the complexity and
undoubted relevance of the mission assigned for this
Direction to fulfill, this has driven us to make our best
effort in the noble cause of health care for members
of the Military Family.
None of our readers ignore the adverse of economic
and financial circumstances our Institution is going
through. Everyone must have already felt their effects
in the services where they work, in their daily tasks, in
complaints from their patients, in demands of state
supplyers, etc.
Beyond any doubt, this is an urging situation; but it is
real and this is the scenario where we must carry out
our mission.
Men and women in general and the military in
particular, cannot select the environment to perform
their duties among ideal options, on the contrary, they
must choose among the least bad ones.
Such is our current situation; this is the boundary in
which decisions are made.
Undoubtedly, in some cases these decisions shall
affect the quality of the service; but in other instances,
we do hope they will improve it, due to new chances,
providing all the adjustments we can in the
administration process.
But, in all cases, this Director shall act with the
greatest humanitarian spirit that the circumstances
allow, putting in the first place whenever possible, the
User, basic scope of any of military health decisions,
always trying to offer the maximum benefit for the
highest number of people.
This are times of crisis, therefore, now is when
human beings must do there best to turn adverse
situations into positive changes. We invite you to
accompany us in this endeavor.
Finally, I must emphasize we are well-disposed to
receive all the suggestions you believe that will be
beneficial to this respect. We do not doubt our
professionals possess the knowledge, intelligence,
willing and tenacity required to this purpose.
